Members present: Barbara Bing, Leslie Breeze, (Co-Chairs), Rob Hagopian, Deborah Kellett, Cia Ochsenbein

Called to Order at 7:10 pm
Minutes from the August 13th meeting were approved and accepted.

ACTION ITEMS LIST: Current Action Items list was distributed for later consideration.
 
DRAFT LETTERS TO MASS HIGHWAY AND BOS RE/SIGNAGE:

·       Rob Hagopian’s latest draft versions of memos to BOS and Mass HWY (Versions 9/9/2008, Signage on 117 near Manor/Harvard Rds) were reviewed and amended.

·       Amended version (signed by Co-chairs), including updated diagram of signage will be prepared by Rob and Leslie Breeze, but only sent to Mass Hwy at this time.


ANGLED PARKING: Cia continues to work on a report on angled parking (as presented in recent Walkable Community workshop).

TOWN PLANNER REQUEST RE/BICYCLE RACKS: Agreed upon top three locations for placement of new bike racks if any obtained; list to be forwarded to Town Planner includes: Library, Memorial Field, Town Beach.

PATHWAY TRUST FUND UPDATE: Leslie Breeze received an email from Town Planner Burney with some information on Pathway Trust funds; she will forward this email to PWSC.

BUDGET ISSUES FOLLOWUP: Procedures for handling funding of projects remains muddled.

·       Barbara Bing offered to speak to Selectman Troup to see if he could provide an informal educational meeting on this topic.

·       PWSC agreed to have Ms. Bing ask Selectman Troup to join us at the next acceptable meeting date to consider this topic.

BOS MEETING, 9/18 RE/SCHOOL ZONE SPEED LIMIT FLASHER: Reviewed agenda for proposed meeting with BOS, 9/18, to review recommendations for new school zone speed flashers.

·       Committee confirmed (unanimous vote) willingness to use any remaining funds (from original Town Warrant article) toward purchasing recommended new school zone speed flasher units.

4-WAY OR ALL-WAY STOPS: Rob Hagopian reported on conversation with DPW director in Lancaster, Mr. Foster, regarding the new all-way stop installed at Mill St., Lancaster.

·       Lancaster did not contact Mass Highway regarding this new signage; the assumption was made that despite being a numbered route, this was a local road.

·       Mr. Foster had no objections to this project being cited in any future discussions PWSC may have with Mass Highway regarding all-way or 4-way stops proposed in Bolton.

·       Rob will continue to see how surrounding towns deal with this issue and will contact Harvard about the recent 4-way at 110 x 117; he may also contact Commonwealth counsel about the general laws applying to determination of state vs. local control of roads.

FIVE CORNERS, LANCASTER: Rob Hagopian reported on contact about engineering funds for the proposed changes at Five Corners, Lancaster. The Town of Lancaster is paying for design and execution of the proposed changes.

ACTION ITEMS:

1.      Rob Hagopian and Leslie Breeze will prepare and submit an amended version of letter and illustration to Mass Highway seeking opinion on proposed signage on 117 near Manor/Harvad.

2.      Cia Ochsenbein will continue working on an angled parking report.

3.      Leslie Breeze will forward bicycle rack recommendation list to Town Planner.

4.      Leslie Breeze will forward email from Town Planner regarding pathways trust funds to all PWSC Committee members.

5.      Barbara Bing will arrange a date with Selectman Troup to consult on budget/funding issues.

6.      Barbara Bing will confirm meeting with BOS on 9/18, with focus on school speed flashers.

7.      Rob Hagopian will continue to gather information on the general issues of local roads, numbered routes, and control.

The meeting was adjourned at 8:30 p.m.
The next meeting is scheduled for 7:00 on Wednesday, September 24, 2008.
